Unhappy Jump start heat mat not heating up

So I set up my matt today and put it directly on the window sill which I believe to be made of fake marble.
My dilemma is it doesn't seem to be working. When I

I just purchased a windowsill heat matt by Jump Start
that is 20'' x 3'' and I' having trouble finding a plant
tray the correct size to sit on top of it. Does anyone]know of a source or a solution...
