Last year, with little rain, I saw few spikes.
I think it is okay to have it get all that rain,specially since it is mounted.

So the flowers have bloomed on the brown sheaths. There were two thin ones, and a thick green ones. The blooms are about 2 1/2 inches across, three to 9 per spike.

I had an orchid in the same situation. I cut all the dead roots and pseudobulbs. Then, I used medium grade bark to repot.
I see a nice green root in yours, so carefully work around that to save it....

Mine are also just beginning to have new growths, although they bloomed well last spring. My hybrids did not flower well, I had lot of bud blast due to the drought and warm winter.
