I generally don't order from someone with less than ~99.4% feedback on ebay, preferably higher. I consider some with at least 99% if I deem the negative feedback left is from a bunch of people that didn't read descriptions or were otherwise... uneducated.
That's my opinion, but it seems a lot of people have had good experiences with him.

I have to agree with you on the feedback scores however as you mentioned a lot of neutral & negative feedbacks are from buyers not reading descriptions. I thought 98.9 feedback was worth a shot especially with the great communication I had with this seller. The plants I purchased came originally from Seed Engei and he spoke very highly of Satomi. I had recognized the tags and simply asked him.
I've been an eBay buyer for 17 years and if I've learned one thing besides importance of feedback scores, I've learned communication is important, at least to me. If I'm in doubt, I ask questions. If they reply quickly and honestly with details or in this case, additional pictures I'm going to give that seller a try.
My experience was positive and I would buy from him again.
