Pests or infection?

While most of my plants are content, I have one that I'm not sure about (new phrag.)

Yesterday he developed a ring of yellow on a leaf; I cut it off and sealed it with alcohol+ cinnamon. I didn't want to take chances of it spreading.
Last night I checked him again to see if anything else was going on.. Well I found new areas of wet spots on the leaves. It's on both old and new leaves. I also saw that the cuts that I sealed off, had sap dripping out... (So to me it sounds like a pest problem, but not completely sure.) There were a couple areas that had wet sappy areas on the leaves; they weren't there earlier that day!

I'm not sure what specifically he has, so I don't know what to treat him with.

Sorry for many threads at once!! This time whatever is going on, it's happening pretty fast.
