How to handle dying orchid
I bought home a phalaenopsis around Christmas time.
It always has its air roots dry and media roots moist. I think, I over watered it because it got the root rot then.
I cut all rotten roots, repotted the plant. After few days, I saw one of the flower spike dying. It had 2 flower spikes. I cut a bad one.
It losses a new leave after 2 weeks, I would say. It has only 2 leaves now. 1 of which is not in very good shape.
Media roots looks okay now. Media itself is moist, but air roots, they look very dry.
What should I do?

If it has good roots and a healthy leaf, proper care should bring it back. Whether or not it's worth the time and effort is a judgement call for you to make.

My advise is to use a spray bottle every now and then to spritz the dry air roots without adding more water to the media. "Dry" roots aren't really a problem - they're used to that, to a certain extent.

Definitely do not water the media if it's moist. You can occasionally lightly spray the aerial roots (take care to not get water in the upper leaf folds). But, if you have good roots in the pot, I'd probaby not worry too much about the aerial roots - just give them some water when the media needs water.

My preferred method with Phals is to keep them in clear pots so I can keep an eye on the roots. After watering I make sure that all the roots have turned from green to silver before watering again.

If the roots and leaves are failing so is the plants ability to support flowers. I would of also cut the flower spikes off so all the plant food would go to help new root and leaf growth.

I am not sure why you still have air roots after repotting. Those should have been placed in the media to support the plant health. Some may argue this point but I have repotted my phals that way for many years and they thrive.

Or is it a climate issue and also being an inside plant?
How is the orchid or family member doing health wise?

I agree with cym ladye and I usually bury all the roots into the new medium (if they are reaching downward and the orchid wasn't previously growing on wood). If the medium stays too wet, it will cause rot. You could try a smaller pot that has holes in the side or maybe even a Vanda basket.
I grow most of my orchids in LECA or red lava rock and basket pots so I don't need to worry about rotting the roots.
