Shriveled leaves
 

I am sure this has been asked bevore, but do shriveled leaves on Catts and Paphs ever get plump again with repotting and increased attention?

I never say "never", but I wouldn't count on it - especially on matured growth. Anything that is still growing, possibly, tho I haven't experienced that myself. But with proper care, New growth should look properly hydrated.
