Back in mid November I had asked advice about how I should handle repotting and winter rest of a Dend. kingianum potted in sphagnum moss (I want to convert to a different mix).

Well, now the combination of cold and dry has given me four spikes but it is still in sphagnum moss. My question is, should I now start to water it more and can/should I fertilize it? When should I repot?

Any advice appreciated.

I would wait on the repot until you see new growth. water enough so it doesn't stay bone-dry, but go easy. Fertilizer isn't important until you see new growth. Developing spikes is great!
