With cattleyas I often put them, bare root with no medium, in a small vase (or jar or glass) that will hold the plant above the bottom of the pot. I put water in the pot but not touching the plant. This or any other way of raising humidity around the root zone will encourage new roots. Mist the roots regularly. It can often take a couple months before you see roots. Your plant looks like it has about 50/50 chance of surviving.
In the future, consider buying mature or blooming size plants. Seedlings are very delicate and difficult to raise even for experienced growers. They can also take several years bloom. Good luck.
