I assume that the 'mottled leaf' plants are Maudiae type hybrids. These are non-seasonal, so they will bloom when a new growth is mature enough, and has been exposed to cooler nights for 2-3 weeks (typically a 10-15 deg F temp drop is required, though Maudiaes are less demanding in this respect).
The multi-florals rarely bloom every year, unless the plant is very large and consists of multiple fans. It takes a while to grow new fans to blooming size. These also prefer higher light than the other Paphs (more like Cattleyas), so you might have less than optimal conditions if you keep them all under identical conditions.
