From the point when you see the bud just appearing at the center of the plant to this, it takes about a month or more. From this point on, it takes around three weeks.
That is normal. not slow, not fast.
When I or other member mentioned the rate of growth, I think the growth of the plant, not the rate of spike or flower bud development.
From this first flowering to the next one may take up a year, then after that, most of these bloom a couple of times a year.
Then again, there are some that are extra slower.
