Default Is this a new crown starting?

I have this NoID Phal whose crown died; I've since had it in a wide glass vase so the roots can photosynthesize. It bloomed with no leaves, and I put KeikiGrow on as directed but instead of growing a keiki, it grew another flower spike from that scale. Now I see some new growth from the base and I'm hoping it's going to be leaves and not another spike! Opinions??

It could be a keiki. Just let it grow out without using anymore phytohormones and see how much it grows.

Phals can lose all their leaves and still grow back if the roots are still strong and intact.
