What else would cause the roots around the crown to dry up like that?

If already bad before you repotted, they won't get better... you'll get new ones to replace them. Patience...

If your humidity is low that can happen. If you put cinnamon or peroxide on the roots that can happen.

Your potting medium looks quite coarse, and I see you have a fancy orchid pot with lots of holes. Those two things combined mean that you should be watering very frequently, especially if the humidity is low. Insufficient water could cause the roots to shrivel a little.
