Towards the bottom of the original post is a link to an online resizer, which I think works on all systems. They also have a special resizer for avatars...one step and it's done!

Get the free Irfanview. It resizes with a click as well as a lot of other things. When a pic is too dark or too light you can adjust it easily, add text, and other things.

Try Irfanview, a free download tool. It resizes, enhances, and a lot more - plus you can add text. Very easy to use.
I always resize larger pictures to 600 pixels wide at 200 DPI with automatic ratio retention for storage. Be very careful when you try to increase the size of a pic. They pixelate (blur) very easily.

For web usage there is no need to go higher than 72DPI as computer monitors cannot display it. If you attach an image to a post at 1200dpi, it will look the same as 72dpi, other then the massive file size difference.
For print however you can go as high as the printing device will allow.
