My Iwanagaara Apple Blossom doesn't grow like that. And I see some people posting pics of blooms of what must be nearly every new growth from this hybrid. I wonder if yours is a clone that got a little bit of genetic mix up. It can happen. You might want to keep an eye out for a good deal on a replacement one. They are quite a popular hybrid. Then you could just toss this one as it seems intent on putting out pseudo bulbs rather than blooms.

As I read this post I remembered I had something similar on one of my Cattleyas. I did not know what it was and it solved the riddle by dying, not the Cat but the growth.
It seems to be happening on the by-leaf types.
Just my

if it is not some genetic problem, try next:

- reduce fertilizer in winter time. especially seaweed in winter time.

- be sure you are watering only if it is completely dry. do not be slave of strickt weekend watering regime. give it more dry days, also especially in winter time.

- if it is possible decrease min night temp during winter to low 60s.

- when bulbs mature apply some fertilizer with more PK and less N or without N at all and without seaweed

As others have mentioned, this plant does show signs of a cultural problem.

This plant is most likely a meristem clone. Every so often that process results in something odd, incl spontaneous 4N mutations, color changes, etc. It is quite possible, that this particular plant has the odd tendency to set top PBs instead of flowers.

If you cannot break it of this habit under conditions where other plants bloom normally, I would simply assign it to the compost heap after 2 or 3 years.
