I'd probably take that wrapper off the pot to make sure it drains well.

Looks like dark pigment to me, and agree that if the bulbs are firm, they're probably ok. What you are looking at is the bract foliage, not the actual pbulbs.

Does this have red or reddish colored blooms? My Cyms with dark red / reddish blooms have the dark colored bract foliage on the most recent growths.
