They're hard to grow. They grow way up north in very cold places; Alaska being one of them.
Not many people succeed with this species.
They are infrequently offered for sale though.

I have zero experience with these but....
naturally-occurring-cypripediums-in-cultivation-part-i/
I recommend that you mix in some mycorrhiza that has Trichderma in it. Will help with rot and may... I mean may help with root growth. Worms may help to if you have compost in your mix. Of courses if you grow them in the ground I would just aerate the soil with organics.
You have a good start with condition where you live!

You might try looking at William Mathis' (Ph.D.) website. The company's name is The Wild Orchid Company in Doylestown, PA. Terrestrial orchids are his specialty.
There is also a guy in St. Louis, MO. Dr. Something a rather, lol... Just google Cypridium and St. Louis to find his website. I know he grows tons of them and sells them occasionally in the spring as baby tubers. Just not sure if he grows or has much success with these.
Either if them are excellent people and resources. You may want to email them and speak with them for more information, especially the later.

From wiki: The Ram's-Head Lady's-Slipper is difficult to cultivate, and rarely survives transplantation to a garden from the wild. It should never be removed from any natural area.
