You've received some good advice here. I like to use a soft bristle tooth brush, like Glen said, with either an Safers insecticide soap or an actual insecticide. I think you may have a bigger problem though, with that medium. Cattleyas need coarse, fast drying medium with lots of air getting to the roots. Your plant looks like it's in some kind of soil. The bugs may be a sign that it's a weak plant because of root problems. I think you should consider repotting along with cleaning up the scale.

check out my cattleya worried Male
Default started treatment

well I went to my nursery (but not the place I bought my orchid) and showed them my problem they started me with this stuff called NEEM and it is a killer is how the sales person told me . have to do it for 14 days and now Im watching the rest of my Orchids , the infested one is in a back porch close to the garbage but with very good lighting and air conditions , so cross my fingers and pray for my Orchid and thanks to you all Im learning so much through this board sebastian
