Buy some mosquito bits and use it in your water once per week for about a month.
You probably have fungus gnats and this will break their reproductive cycle and kill them

Hi Eyebabe, what are mosquito bits? I have heaps of those annoying little black flies. So far I've been putting up fly papers and it catches thousands but they still keep coming.

Also called mosquito dunks for ponds.
Here's a link to one site I found on a quick google search:
Mosquito Larva | Gempler's

They kill mosquito larva in water and will all kill fungus gnat larva. With the fly paper you already have, you will be all set
