That's very strange advice! Generally when repotting any orchid, the only roots that are cut off are the dead ones. The only reason you would cut roots on a Cym is if you were dividing a plant with a compact root ball. You would have to slice the roots to take the plant pieces apart.
But I assume you are just repotting. In that case cutting off dead roots (they're mushy and/or hollow) is all you need to do.

I just repotted 2 cym. that I bought for cheap at a local hardware store. Took them home and put them in bigger pots. The only cutting I had to do was the dead hollow roots like Camille mentioned . they are doing great now and have like 5 new growths. Hope this helps!!!
I repoted a cym a year ago and I had no choice but to cut it! The thing was so rootbound that there was no way to remove the old medium without putting the knife to it. At that time I found a few videos on youtube that helped me a lot. So try that. Good luck.
I didn't even bother to remove the old medium when I repotted mine. Most of the new roots are at the outside of the rootball, and the ones in the middle probably just belong to the old backbulbs in the middle of the clump. I repotted it a year ago from a 20cm to 30cm pot (the roots very nearly exploded the old pot!) and when I pulled it out of the pot this past summer the roots had already taken over the new space.
