Should I repot this kingianum

Pleaaase can anyone help???

I bought this dendrobium kingianum last summer and I have not repotted it. It has not flowered for me yet because I did not know then how to take care of it properly.
In the spring it started growing new roots and I have had some new leaves.
I have read that kingianum doesn't like its roots disturbed much but should I still repot it? The compost looks old and encrusted so I don't know how good it is for the orchid.
Another question. How often should I put fertilyser?
