Root stimulator will do just that. Stimulate the roots to start growing aggressively. For blooms you want just the opposite. The roots should be passive so that the plant can try to reproduce itself, which is what blooms are. Very seldom will plants do both at the same time. KLN and Superthrive are similar products.

I agree with everyone else about shock.
