I've purchased items from the UK online (at least they shipped from the UK) and the priced showed in $, so it's as you say about being converted automatically and any fee included. I have seen the Paypal option, now that you mention it.

Last time I was in Europe, the € wasn't printed/minted yet (just a few months before), I got cash from ATM's and charged on CC's and they both had % fees (funny thing, the CC charged less! I knew the %'s before I left). Been 14 years, may have changed.

I asked because I was thinking of having a friend (in the UK) order something from France for me (won't let me from the US ).
