Just call them and ask! I'm sure one of the answers in here is the correct one. If they legally are a botanical garden that'll explain the different restrictions, someone mentioned that in an earlier post.
I'm about to call them myself (Heck I'll even ask for you and get you an answer at this point) and find out how much it'll cost me total w/shipping and quarantine time. I've wanted a Laelia praestans forever, and it seems like they are the only place to get one from. I'm desperate enough to pay extra to get it from them at this point, I spent 2013 trying to find one anywhere else to avoid the quarantine stuff.
