here is some useful info
Morphology, Regional Difference and Taxonomy
according to this article there is a solid leaf form of stuartiana - if this is true, its something I didn't know.
I obviously can't vouch for the veracity of the info in this article but after a quick scan, it seems OK.

You'll have to wait till it blooms. The mottled leaves only come out under proper light, but that is true of several mottled phals. As such, only blooming will confirm.

Well, only one way to tell, wait until it flowers.
I'm with you on everything except for a few.
First off, as you mentioned and admitted, no matter how much the shipping cost is, it was your fault not to check it before making the payment. If you did not agree with it, you should have talked about it BEFORE making the payment. So that's on your part.
The plant's leaves not being the same as the representitive pictures online is perfectly normal.
That's what is meant by "representitive". Take a look at many other orchid images on ebay. Sellers indicate pictures are either representitive or exactly of what you are bidding on.
Last, regarding the status of your plant, I think it looks fine. The roots do look a bit dry but not terrible. One hour of soaking doesn't plump up roots or pbs. It will take at least several diligent watering. even then they may not return wrinkle free. but that's not crucial as long as the roots are alive and functional.
You can tell if the plant was damaged by cold by examining the leaves. Are they all firm and fleshy? then it is fine.

I would definitely give then a negative feedback, write exactly why they have failed and file an Ebay complaint.
The price of your orchid is steep. I would of paid $25 for that size and the cheapest postal mailing costs with priority mail is $16 for a standard box for that size of plant the weight is not a factor.
They should give you a mottled leaf if they advertised an example on that Ebay page.
That vendor had the audacity to mock you for not knowing orchids and the business! Its not your responsibility ....they should provide what you need as a paying customer=that is the bussiness.
The least they can do is return your money for being dissatisfied.
You don't need the aggravation.
I would sue them in your state so they spend money for getting there.

it looks like a stuartiana flower, but if I was you I would e-mail them and ask them if it is a solid-leaf variety as you have never seen one like that......
Also do the leaves "hang" ? that is typical stuartiana. I have a seedling that does this - even with 3 tiny leaves.
