I just thought of another idea!!!
In the San Francisco Bay area TV station 7 has a segment called "7 On Your Side." People submit problems they are having and the station selects some and pursues the issues for them. See if one of your stations have this sort of thing (or the newspaper). Even if they don't, contact them all and get THAT sort of public pressure going.

With the human interest involved in your case (special gifts and the like) one or more of them is likely to pick it up.
It may not be the same, but money to replace lost items is better than not replacing them at all.
