Nope, it's not from high light.
I see people who grow vandas in nearly direct sun with no spots on the leaves.

To me, they look like the common fungal disease on vanda plants. Giardia or something else.
Notice also how they are lots of subtle yellowish spots all over.

Almost all the vandas I see in the botanical gardens here in NYC look like that, well, actually ten times worse.

Beautiful flowers, though!
