They can actually start blooming at close to 4 feet. As for the the sun, full sun is fine if it already has lots of roots. The general rule for these types is that once they have outgrown their anchor and freely sway in the cross breeze at the peak of the leaves that is their trigger to start flowering. Once they start it's hard to stop them really.
