Vandas grow incredibly slow. There's not much hope now that the leaves are wrinkling, especially when the plant has no more roots left.
I can tell you right now, one of the problems is that it did not receive enough light. The lighting you had for it was unsatisfactory for it to photosynthesize. When I say they like it bright, I mean, imagine using a bulb rated at 36 PAR and 2,600 lumens with a Kelvin temperature of about 6,000 K that can be used as a flood light for your garage and placing the light only 1 - 2 feet above the plant. That's how bright.
