I would say that yes, Oonami Seikai is easy to grow. I've seen your old posts here and know you have much more experience with Neofinetia than I.
I started growing Neos last November and Oonami Seikai was my first Neo. In my opinion they all have similar requirements other than light levels.
I grow indoors under lights, in a north window, have a fan blowing, water when they are crunchy dry in their moss mounds. Temp is 70ish days-65 night, humidity is around 50%. I use well water occasionally, distilled water regularly. Fertilize every couple of weeks, weakly.
My Oonami Seikai was the last of my Neos to bloom this season, thought it would never flower! When it did, there were three spikes and many flowers. I was very happy with the blooms, though not sure why it was later than my others. Recently it pushed out another spike and had one more flower, today while watering I found another spike with what looks like four buds! I'm stumped seriously. This plant is a good mature size but was very slow to flower and it has continued to bloom since late June. My other Neos are finished flowering.
I choose Oonami Seikai for its wonky growths as it seemed so different than others available at the time. I am very happy with my plant.
