You may have answered your own question.... Do you enjoy these dramatic swings in temps? Not likely...and your plants probably won't like it much either.

With your description, I think you can safely leave your neos outside all winter. No need to worry about when to start rest, but just let your plant follow the climate cycle.

The reason I say this is because the winter in parts of Japan and South Korea where neos come from has very similar winter as you have described.

During the winter, they may be covered or exposed to much snow.
Winter rarely gets severly cold in these areas, but it does snow quite a bit.
