There may be some smaller bean leaf Neos, but my Otomemaru has a total leafspan of just a hair over 1 inch.

Senzai is quite small but official measurements I do not have. I have a small clump that has what appears to be mature fans who's total span (one leaf tip to the other) is under an inch. I believe this is one of the smallest though if my memory serves me, there is one smaller still (the name I cannot remember).
It might be Kuro Shinjyu-- meaning black pearl. I'm sure if this is incorrect someone will set us all straight.

According to Seed Engai, "SENZAI- 千歳 is smallest variety in Mame-ba (bean leaf variety) and very popular. It looks similar to KUROSHINJU known as "black pearl" in English but difference between these two varieties are flower and stem. SENZAI has normal flower and clear green stem but KUROSHINJU has thick and tiny flower and mud brown stem. "

the needle leaf ones are usually pretty small. Seiryujishi is a little over an inch.

I have a clump of Seiryujishi and some of the individual leaves (not just total leafspan) are about an inch and a half. It's nice and compact, but not one of the smallest. See plant in center below:
