When the sphagnum moss is crispy on top, and it is almost dry feeling at the bottom of the mound, then I water the entire plant, leaves and all. I do this in the morning since I do not want to risk crown rot. While the mound is pretty and tall, most of my Neos planted this way have a cavity that you can access from the bottom of the pot into the inside of the mound. (Please know the following statement may sound crude!) I stick my finger into this cavity and see if the center of the mound is very slightly damp. If so, it is time to water. I've read that Neos like to dry out but not all the way dry, just slightly damp.
