To the USPS carrier, let me say this about that: LIAR, LIAR, PANTS ON FIRE! I was home and awake; the door buzzer was not buzzed and no notice was left. I did see a USPS truck go past without stopping and then stop on the next block at around the time they claimed to have left a notice.
Ironically, I almost crossed paths with the regular USPS package carrier this morning. When I came out of the supermarket up the street, I saw him in his truck pulling out from the street in front the store. No, I didn't miss delivery while I was at the store; my gf was home at the time and there was no delivery attempt then either.
I've filled out the web form for redelivery, so I'll hopefully receive my dead plants tomorrow to give them a proper burial (and/or to put in a claim for the $50 insured value). Outside temps were in low 20s all day.

No notice was left, despite tracking indication that it was. I was home and can guarantee that carrier DID NOT ATTEMPT DELIVERY. Saw USPS truck drive by without stopping at around the time notice was claimed to have been left. Perishable live plants.
