This is the first winter I've had that particular one. I got it last summer. It only has the heavy pigmentation on the two fans closest to the window. I had it in a shady window during summer (as it promptly burned in the west facing window with a couple of other Neos growing there). In winter, I moved it to "brighter" light (the west facing window where it burned in summer, but gets less light in winter), and that's when it got the heavy pigmentation on some of the foliage.

Hello folks,
Ever since I made this post, I've learned so much more about Neofinetia and its variants. The red/purple/black spots are normal, to an extent. They are "beauty" marks, almost. Some variants actually get these dark red/black spots as a normal occurrence.
To what degree these spotting and blotches occur, varies between each individual plant. But nonetheless, it is still a healthy plant and should be seen as something that adds another angle of the plant's aesthetics.

Those freckles and red/purple blotches are commonly found on some Neofinetias more than others.
I've noticed that this trait can often be seen in Neos with red flowers/spurs. However, I do believe this trait can be seen in other Neos as well. Just maybe, not as often.
Ex: Benisuzume and Shutennou

I've actually grown to like the dark colored-looking areas at the base of the plant. Although admittedly, the out-of-placed spots on leaves that are far away from the center of the dark areas do look a bit... displeasing. But alas, it is up to the eye of the beholder to judge that, right?

The science lingo for the red/purple spots for those interested, is called anthocyanins
