Not weird at all. They do this often. It seems like sometimes this can be affected by changes in culture too. Sometimes they set spikes in the Fall to bloom the following season. Sometimes, spikes will show up during the Spring.

Kids, don't try this at home with any expensive neos....but I've found that if I give my neos the coldest temps they can bare, brightest light they can take and dry as possible without killing them during the resting winter months, I'm rewarded with much more spikes and blooms come Spring and Summer.

I can really confirm this. I just moved, but for the last two years I lived in a house with a conservatory and overwintered my neos there ... some nights temps went down to 5-6C. I was worried at first winter but wow what a display the following spring. A number that had never bloomed before went crazy. This year I have approx 20 plants with spikes, my Koukakouden is in the lead this year.
