When you think about how the plants get nutrients in the wild... why stop fertilizing at this time? (unless you overdose them with nitrates). During rest period, it makes sense, but during blooming season, plants need some food to get the energy to put up those spikes and phenomenal flowers... just my
BTW, my Neos in the terrarium are about 6 inches under the T5 tubes and it didn't prevent one from growing a spike! I have had beautiful blooms on my big Neofinetia in S/H in the last 3 years under T5 as well a bit lower under the tubes (10 inches or so)
