It could rorate in the wind. Actually, there were two sets in the box. I, however, ended up putting two hanging parts into one.

Really nice display for your Neos ! I have seen these on ebay if one search for Neofinetia.
That's a really good thing to have a Dad in Japan when you like Neofinetia!!!
