"Navy" comes from the word Kon 紺, which is the name for a color that is closest to what English speakers would call Navy Blue.
When it comes to neos however the meaning is stretched a little and the word is commonly used to describe dark green especially when it borders on bluish, both in solid dark green leaves as well as dark or darker green stripes in variegation.
In this way, green on green stripes can sometimes be called Kon-Shima 紺縞, and nakafu variegation with consistent dark green margins is sometimes referred to as Kon-Fukurin 紺覆輪. The darkness of the green of on a leaf is referred to as Kon-sei 紺性 which could be translated as "navy-blueness"
