There are 2 schools of thought on this. I have two fans - one runs 24/7 inside the tank simply to move air around so it doesn't get stagnant. I have a second mounted thru-wall that blows from outside to inside tank that comes on at night to help dry things out. My tank runs at least 90% humidity all day (I determine how many hours is the day cycle) so the thru-wall fan helps lower humidity to approx 70%. This requires vents on opposite side of tank that equal the area of the fan.
Second school of thought is that you need lots of air movement such that the leaves blow about and this should be with fresh air exchange. I believe either one would work. Which direction - from outside into tank or from tank to outside doesn't really matter a whole lot as long as there is a port of some sort for fresh air to get in or out of tank. Hope this helps.
