Both. Any water feature always raises the ambient humidity. The more water movement, the more humidity.
My problems with water falls and such has always been the splashing, getting on the viewing glass or keeping plants constantly soaked.

i have a rather high orcidarium, and want to use it in a corner far from plant who have to dry a little - does it splash a lot?
i have bark/coco chip in the bottom of my tankt, and mounted chids on almost all 3 sides of the tank - want to make a natural styles tank, and maybee add a fogger sometimes.
i want to water by hand and dont want a watersystem, so i wanted to use the waterfall to raise the humanity!
Can i do this?

For me a small drop of about 5 inches was enough to splash more than 12 inches away. I guess you should test yours out and see how it goes.

The fog would not hurt anything, unless its right on top of the source. As far as waterfalls, I would still try it. Lots of people are successful with water falls in their tanks.

I've known people, who raise tree monitors. do amazingly well raising their humidity by placing an air stone pump in a bowl of water
