Even bare-root, you need CITES documentation for a species, and phytosanitary certificate for anything. And likely, an import permit. A small undeclared package might slip through if your are lucky...but not legal. Much better to find a domestic source.

Brookside Orchids in the San Francisco Bay area has some Phal species (and good quality plants), might be worth an inquiry. Also, when I'm looking for any species I always think of Andy's Orchids... not on the website, doesn't have a lot of Phals, but the website is only a small fraction of the available species, he might have some, so worth the inquiry.
Do live near any orchid shows? Sometimes Taiwanese, Thai, and Malaysian vendors come with a very interesting selection of orchid species. Shows are starting up again, so that's a possibility.
