I think with regards to orchids, it's sometimes used to encourage new root growth on plants that don't have a robust root system.
I was thinking that maybe auxin could be used to force new roots out of dormant pbulbs, and then maybe that could "wake up" the pbulbs?
Applying keiki paste to the eyes on the pbulbs seems like a generally better way of getting new growth to appear.

I think Ray has addressed this at some point, but I can't remember where. I believe he said something to the effect that you can't "force" new growth with auxin applications. I don't believe you can wake up old bulbs that way either.
I believe the rooting hormones are different than the new growth hormones too, so applying one does not equate into both new growth and roots.
