I find that the scent can change depending upon the time of day. The strength of the scent can also vary -- evening seems to be when they are the most pungent. There is a fair amount of scent variation across different species. Some have no detectable fragrance at all.

Not necessarily. Unless yours was started from seed -- which is highly unlikely -- it was started from a cutting. As such, it depends in part on how mature the mother plant was. Most cuttings are taken from mature plants. So once the roots get established, and if conditions are right, it can still bloom even though it is a "small" plant.
