strange problem catts growing nice big leaves but Pbs are getting smaller

the no-bloom is not yet a issue as these are small seedlings or clones that are still a year or two from bloom size.The smaller P bulbs are the concern and I was wondering what would cause this ....I was not considering the fact that they would use short days and fall temps as a signal to mature P bulbs.

Now I have a much better concept thank you for the great explanation.
