First, Welcome!
Don't cut anything! It sounds like it is desparately trying to live. What kind of orchid is it? A picture would help. What are geh growing conditions? (Temperature, watering, potting mix, light)

It's a purple Phalaenopsis. Photo 1 is how it looked last year.
Photo 2 is what it looks like now.
Photo 3 is the detail of a new leaf at the base.
Photo 4 is the detail of the new leaves halfway up the stem - which is what we weren't expecting. We were expecting a new branch there where flowers will grow on.
It has been in its original potting mix (from the florist) but I did remove the rotten roots after it went dormant. There was only one good root left.
It has been in the living room (19-20 degrees Celsius) - in a bright spot (but not direct sunlight) when it was in bloom, and in a darker corner when it was dormant.
It receives a splash of water every week.
