Default Paphiopedilum stem too long for roots to grow

I have a paph, which is in bad shape. It's never bloomed and has grown so many leaves over time that the stem is about two inches from the roots. It has created two baby fans, but they are so close to the roots it's impossible to pot this guy, and have one have moisture without burying the other. It can't grow new roots because they would never touch the media. It has lots of green nubs along the elongated stem , as if it's realized it cannot grow roots so it s trying for fans. I will attach a photo, please advise..should I seperate the baby fan? Should I cut the stem, leaving now roots and hope it will make new ones?
