Default Is this Potinara ready for Semi-Hydro?

Hi y'all, I have a Potinara Shin Shiang Diamond that I got from Lowe's of all places, and it appears to be growing roots but I'm not sure if these count at "brand new roots from the base" or "old roots continuing to grow". Which are these and is it ready to be moved to semi hydro?

In my judgement this is when I would repot-- if that is what you are asking. I am not an expert. I have had Cattleyas for about 5 years. (No one is an expert at much of anything in my mind).
