Jerry is right that there are pathogens than can survive 212°F. If you're going to "cook" the stuff, use a pressure cooker or do it dry at 250° or higher, and let it go for a while to make sure the interior temps gets high enough.
Personally, I find chemical disinfection to be easier and less smelly.
- Let it dry thoroughly.
- In a breeze or the blast of a fan, "winnow" the pellets to rid it of any dried organic matter.
- Soak for about 24 hours in a solution if a teaspoon Physan per gallon of water
- Drain, rinse, and it's ready to use.
You can substitute one ounce of liquid chlorine bleach for the Physan, although that IS smelly.
