When new water roots have formed should I cut the old roots off ?

I would not cut the old roots off until they are dead.

If it is not firm to a gentle squeeze them the root is dead and should be removed. When they are at this stage they are usually brown.

Agreed, but not all brown roots are dead, so always give the gentle squeeze to find out.
