Are there any Cites regulations on bringing orchids out of Vanuatu back to the United States ?

Yes. You need an import permit, which specifically names the type and number of orchids you intend to bring back, and the vendor you intend to purchase them from. The vendor needs to provide a cites certificate to verify that they're artificially propagated, and a phytosanitary certificate to verify that they're free of pests and diseases. These rules apply regardless of the country you're bringing orchids back from.
